Cardell Cooper served as the Assistant Secretary for Community Planning and Development at the Department of Housing and Urban Development. Mr. Cooper was also nominated as the Assistant Administrator of EPA. He also served as Executive Director of the National Community Development Association. Mr. Cooper was Mayor of East Orange,New Jersey first elected in 1989 and again in 1993, and was the youngest mayor in the City’s history. Cardell also was a county elected official, county administrator and a city manager. He has served on numerous boards and commissions. Mr. Cooper still consults in the areas of affordable housing, community development and disaster recovery. Cardell has been a regular keynote speaker and presenter at The Florida Community Development Association Training Meeting/Conference and many other national conferences.
