JOSEPH PENNISI is the executive director of the Florida Policy Institute. He has enjoyed a distinguished career operating in high level positions in state and local government providing policy advice, budget expertise, outcome-based management, housing and community development, and financial administration in support of public sector objectives. Over that period of time he has developed a reputation as an innovative leader, collaborator, and team builder committed to the goals of service, integrity, transparency, and accountability. His experience includes tenures as Secretary to the New York State Senate Finance Committee where he served as chief budget and fiscal advisor to the Senate’s majority conference, Executive Director of the New York State Workers’ Compensation Board and Commissioner of the City of Albany, New York’s Department of Housing and Community Development. He received a bachelor’s degree in Government from Georgetown University and a master’s degree in Public Policy at the University of Pennsylvania.
