ELOY VILLAFRANCA, regional manager for the FDIC’s Dallas Region, works with financial institutions and communities throughout an eight-state area to bring greater understanding and compliance with CRA, financial inclusion, community development and financial literacy. He has authored several industry articles including “Do You Have a Jekyll and Hyde Bank” and “33 Ways to Improve your CRA”. From June 2008 through December 2010, Mr. Villafranca served as Director of the Bank on California Program, a loaned executive to Governor Arnold Schwarzenegger. He was responsible for the planning, coordinating and implementation of the first statewide program bringing the unbanked into the financial mainstream. In December of 2010, over 217,000 accounts were delivered. Mr. Villafranca holds a BBA in Finance from Texas Tech University, an MBA in Management from the University of Texas and a JD from Texas Wesleyan School of Law.
